Gadoink I rewrote that piece of dialogue several times. What Tails is trying to say is that there isn't snow everywhere you step, i.e. the snowball wouldn't grow with every push.

And sorry if it seems like I'm delaying. My mind was preoccupied with school stuff and I didn't have the mental energy to write something completely new.
